In order for you to create and edit a new account type, the Users > Enable all permissions permission should be enabled on your account.

Assign the photographers to it
- Open each photographer's user profile
- Change their account type to the one you prepared

- If an account type already exists for photographers, check which users are on it before you change its permissions, since the change applies to all of them
