In order for you to create tag groups, the Taxonomy & labels > Can view page and Can edit tags permissions must be enabled on your account.

👌 Resolution/Answer
- Go to
Configure>Taxonomy & labels
- Click
Newat the top right - Name the tag group and turn on the places where it should show in the platform
- Only turn on the places where users need these tags, to keep the interface clean
- Add the tags for the group
- Click
Create
- Check that the tag group shows in one of the places you turned on
